Modernising public-sector IT workplaces reliably

Several public-sector organisations at federal and cantonal level.

Situation

This portfolio case brings together several independent engagements with public-sector organisations at federal and cantonal level. The organisations faced comparable challenges: established workplace environments and extensive application landscapes had to be transferred to new technical standards, while disruption to ongoing administrative operations had to be kept to a minimum.

The modernisation concerned more than operating systems and office applications. Business applications, technical policies, software packages, testing procedures, acceptance processes and operating models also had to be coordinated. Particular requirements concerned standardisation, security, traceability, quality assurance, technical compatibility, business acceptance, controlled deployment, the transition from project to operations, and collaboration between business units, technology teams and external specialists.

The individual engagements differed in scope and role. What they shared was the need to integrate technical change reliably into existing public-sector structures.

Approach

Hosang Consulting supported the public-sector organisations through different project, subproject and specialist roles. The contribution included: supporting and leading project and subproject activities, defining and coordinating technical work packages, planning and supporting application migrations, creating complex and standardised software packages, assuring the quality of software deployment, advising on technical policies and configurations.

The contribution also included: supporting troubleshooting and problem resolution, planning and conducting business acceptance activities, coordinating business units, technical teams and operations, supporting the preparation of larger rollouts, structuring traceable testing and approval processes, and contributing to the controlled transition of new solutions into live operations.

The work combined detailed technical understanding with project coordination and the ability to translate the needs of different stakeholders into implementable work packages.

Result

The engagements established reliable foundations for the controlled modernisation of public-sector workplace and application environments. Recurring outcomes included: standardised software deployment, structured application migration, traceable quality controls, clearly defined business acceptance processes, coordinated technical work packages, improved alignment between projects, business units and operations, reduced implementation and rollout risks, more stable transitions from projects into live operations, and a more reliable foundation for future technical development.
