White Water
An anonymised, staged engagement for people in active drug use.
Situation
Between the open drug scene and existing support systems, there are people for whom an additional relational space can be valuable. I support a corresponding, anonymised initiative — the partner and location are deliberately not named here.
My particular focus is understanding the dynamics of people affected by drug dependency and deriving realistic requirements for housing and support offers from that — ordinary assumptions about housing or support do not hold here.
Approach
My role is analysis, concept development and advisory. The initiative is designed as one combined staged case, not two separate projects: Stage 0 means learning within existing infrastructure and carefully expanding capacity — to gather real experience, understand need and observe processes, instead of prematurely building large infrastructure.
Stage 1 would be a possible next, external capacity once existing options are exhausted and need is demonstrated. Stage 2 would be a larger, later scaling stage. Guiding principle: don't build the biggest infrastructure first — analyse, start small, learn, stabilise, and scale only where there is genuine need.
Result
Currently, no standalone, public facility has been launched. Within existing infrastructure, additional capacity has been carefully created to learn in practice.
The result so far: a clarified scaling logic, careful capacity expansion and more realistic offer development — not therapeutic outcomes or medical impact, which are not the aim of my role.
