IT analysis and target architecture for a municipality in the Canton of Bern

Situation

The IT landscape of a municipality in the Canton of Bern had grown across administration, schools and further organisational units. Different applications, devices, service providers, roles and requirements had to be considered together.

The challenge was not to select a new technical solution prematurely. First, it had to become transparent how IT is used and operated today, which needs the individual areas have and where action is actually required.

The aim was a shared basis for decisions on the further development of IT.

Approach

Hosang Consulting supported the municipality as an external, independent advisor and facilitator. The existing IT landscape was examined in a structured way. This included applications, devices, roles, responsibilities, external service providers and organisational dependencies.

In workshops, the different needs and expectations of the participating areas were gathered and structured. From this, relevant fields of action were developed, prioritised and translated into a shared target architecture and a high-level implementation plan.

Topics addressed included: an overall ICT and pedagogical concept for schools, the separation of pedagogical and technical support, independent IT advice and clear points of contact, a device and account strategy, device contracts, telephony, security responsibility, business continuity, and existing service providers and long-term partnerships.

Result

In the end, there was a shared, structured view of the existing situation and the needs of the areas involved.

From this emerged a shared target architecture, prioritised fields of action and a high-level implementation plan with concrete next steps. The project was completed in 2025.
