Situation

The schools of a municipality in the Canton of Bern have grown, fundamentally functioning digital working environments. Lower and upper school levels work with different device and platform strategies.

The central question is therefore not simply which device is the right one. What matters is which combination of pedagogy, platforms, devices, processes, support and costs is viable in the long term.

A possible standardisation cannot be judged on hardware alone. Teaching materials, platforms, processes, support structures and pedagogical ways of working built up over years must also be taken into account.

Approach

Hosang Consulting supports the municipality as an independent advisor and facilitator. The existing device and platform landscapes are analysed in a structured way and aligned with the underlying pedagogical, organisational, technical and economic requirements.

This includes, among other things: structured conversations with school management and those involved, an analysis of existing pedagogical ICT concepts, a comparison with the experience of other schools and municipalities, device and platform strategy, support and operations, service life and reuse, costs, and standardisation versus legitimate differences.

Result

The existing solutions, requirements and arguments were captured in a structured way. Pedagogical and operational advantages and disadvantages are made transparent.

Costs, service life and reuse are considered as part of the decision-making basis. In addition, comparable schools and existing ICT concepts are taken into account.

The aim is a pedagogical ICT and system strategy that is viable in the long term. The project is still ongoing in 2026; a final decision on devices, platforms or systems has deliberately not yet been made.

Transferable insight

Replacing devices and replacing a platform are not the same thing. Hardware is comparatively easier to replace. A platform established over years, by contrast, encompasses ways of working, teaching materials, user accounts, processes, know-how and support structures. A technical decision must therefore always take its organisational and pedagogical consequences into account.
